Signing and Exchange of Notes concerning Japan’s Grant Aid “The Project for Human Resource Development Scholarship (JDS)” for India

On July 28, in New Delhi, the signing and exchange of Notes concerning Japan’s Grant Aid “The Project for Human Resource Development Scholarship (JDS)” (a scholarship program for young government officials and others), with a grant limit of 250 million Japanese yen, took place between H.E. Mr. Keiichi Ono, Ambassador Extraordinary and Plenipotentiary of Japan to India, and Mr. Baldeo Purushartha, Joint Secretary, Department of Economic Affairs, Ministry of Finance, Government of India.
In India, various initiatives, including administrative reforms, are being advanced. In order to implement these initiatives smoothly and effectively, there is an urgent need to further enhance the administrative capacity and develop the human resources of young government officials and others who will be responsible for the establishment and improvement of systems and institutions. This cooperation supports young government officials and others who are expected to be involved in policymaking at the core of the Government of India, by enabling them to obtain master’s degrees in fields such as public policy, engineering, and international cooperation at Japanese graduate schools.
Through this cooperation, following the previous fiscal year, up to nine young Indian government officials and others will be dispatched to Japan in FY2027 to pursue master’s degree programs and acquire specialized knowledge in various fields necessary for addressing development challenges. Upon completion of their studies, participants are expected to return to their respective positions equipped not only with advanced academic knowledge but also with practical understanding of Japan’s administrative systems, organizations, and industries, and to contribute to policymaking and other activities of the Government of India. Furthermore, the human resources developed through this cooperation are expected to promote mutual understanding and friendly relations between Japan and India, and contribute to further strengthening the bilateral relationship as the “Special Strategic and Global Partnership.”
