【Advance Notice】The Handover Ceremony of the Project for the Development of the Institute of Wellbeing for Addiction Control in Thimphu

The handover ceremony of “The Project for the Development of the Institute of Wellbeing for Addiction Control in Thimphu” under the Grant Assistance for Grassroots Human Security Projects (GGP) scheme of the Government of Japan will be held on March 2, 2026, in Thimphu, Bhutan.
The handover ceremony will be attended by Ms. Dorji Ohm, Secretary General of the Bhutan Youth Development Fund, the recipient organization,and Mr. OTSUKI Kei, Second Secretary, Embassy of Japan in Bhutan.
The GGP is a grant aid scheme under Japan’s Official Development Assistance (ODA), introduced in 1989 to support relatively small-scale projects that address the needs of local communities. In Bhutan, the scheme has supported a wide range of projects tailored to local needs, including the construction of bridges and student dormitories, the rehabilitation of irrigation channels, and the provision of vehicles such as fire engines.
This project, amounting to approximately 6 million Japanese yen, provides one vehicle. In Bhutan, issues related to drug and alcohol dependency have become one of the social challenges, particularly against the backdrop of rising youth unemployment. The Bhutan Youth Development Fund, the recipient organization of the grant, operates a facility near Thimphu for individuals struggling with addiction and provides support for medical visits and social reintegration. However, frequent breakdowns of its aging vehicle have hindered its operations.
Through the provision of a new vehicle, the project aims to ensure safe transportation, improve access to medical services, and strengthen support for the stable recovery and social reintegration of the facility’s users.
The Government of Japan also hopes that this support will further strengthen the bonds of friendship and cooperation between Bhutan and Japan.
