Exchange of Notes concerning Grant Aid Project ‘The Economic and Social Development Programme’

On February 6, 2026, Mr. ONO Keiichi, Ambassador of Japan to the Kingdom of Bhutan, and Ms. Tashi Peldon, Charge d'Affaires ad interim of the Kingdom of Bhutan to Japan, exchanged notes in New Delhi concerning the provision of the grant aid for the Economic and Social Development Programme (total provision of the grant is up to 280 million yen).
 
Overview of the project
Project Name: “The Economic and Social Development Programme”
Maximum Amount: 280 million yen
 
1 Bhutan is a mountainous nation where the vast majority of its territory comprises steep mountainous terrain, with most roads traversing steep slopes. Consequently, slope disaster prevention measures constitute a critical challenge. Given the topographical constraints that preclude alternative routes, landslides pose a significant threat to agricultural product transportation and resident mobility. However, shortages of equipment and materials have left Bhutan unable to adequately implement necessary landslide countermeasures.
 
2 This cooperation aims to improve the efficiency of Bhutan's landslide countermeasure efforts through the provision of landslide countermeasure-related equipment, which is expected to be products manufactured by Japanese companies (including consolidation test apparatuses and California Bearing Ratio (CBR) testers for subgrade soil), and thereby contribute to the country's economic and social development.
 
3 This year marks the 40th anniversary of the establishment of diplomatic relations between Japan and Bhutan. As Bhutan is a partner sharing fundamental values with Japan, this cooperation is anticipated to further strengthen bilateral ties. Moreover, this assistance is expected to advance human security, a key priority for Japan.
