Exchange of Notes concerning Grant Aid Project ‘The Economic and Social Development Programme’

On December 2, 2025, Mr. ONO Keiichi, Ambassador of Japan to the Kingdom of Bhutan, and His Excellency Mr. Vetsop Namgyel, Ambassador of the Kingdom of Bhutan to Japan, exchanged notes in New Delhi concerning the provision of the grant aid for the Economic and Social Development Programme (total provision of the grant is up to 600 million yen).

Overview of the project
Project Name: “The Economic and Social Development Programme”
Maximum Amount: 600 million yen
1. In the National Hospital of the capital Thimphu, due to a lack of equipment, the waiting time for patients is prolonged, with imaging diagnosis appointments being on average one month after booking. Additionally, most ambulances will reach their renewal period by 2029, leading to the aging of ambulances.
2. This project aims to strengthen Bhutan's health and medical system by providing medical-related equipment such as MRI, CT, and ambulances.
3. It is expected that this support for Bhutan will improve and strengthen the resilience of the country's healthcare system, as well as further enhance the friendly and cooperative relationship between the two countries.
