Exchange of Notes concerning Grant Aid Project ‘the Project for Human Resource Development Scholarship’

On July 17, Mr. ONO Keiichi, Ambassador of Japan to the Kingdom of Bhutan, and Ms. Pema Tshomo Director, Department of Bilateral Affairs, Ministry of Foreign Affairs and External Trade, Royal Government of Bhutan, exchanged notes in Thimphu in the presence of H.E. Mr. Dina Nath Dhungyel, Minister for Foreign Affairs and External Trade of the Royal Government of Bhutan concerning the provision of the grant aid for The Project for Human Resource Development Scholarship (total provision of the grant is up to 243 million yen).

This project provides scholarships to young public service officers in Bhutan which will help them to pursue either a Master’s degree or PhD degree from higher educational institutions in Japan.

This project began in 2018 and is currently in its eighth year. At present thirteen young public service officers from various government agencies of Bhutan are studying in Japan, pursuing Master’s or PhD programs at Japanese universities.

As of now, thirty-six Bhutanese scholarship students have returned to Bhutan after completing their Master’s degrees. They are now actively working in Bhutan, by applying the knowledge and experiences gained not only through research activities but also through their daily life in Japan.

It is expected that this project will help improve policy capacity of the Bhutanese government and further contribute to the strengthening of cordial friendship and cooperations between the two countries.
