Exchange of Notes for the Yen Loan to Bhutan – "Hydro Power Plants Construction Project"

On February 17, 2025, in New Delhi, H.E. Mr. Keiichi Ono, Ambassador of Japan to the Kingdom of Bhutan, and H.E. Mr. Vetsop Namgyel, Ambassador of Bhutan to Japan, exchanged notes concerning a Yen Loan for the "Hydro Power Plants Construction Project" (total loan provision of up to 13.688 billion yen).

Maximum Loan Amount: 13.688 billion yen
This project aims to construct hydropower plants (Jomori Hydro Power Plant and Druk Bindu Hydro Power Plant) in the Samdrup Jongkhar and Samtse districts of Bhutan. By enhancing hydropower generation capacity, the project seeks to ensure a stable supply of electricity to meet Bhutan’s growing energy demand and to promote the export of surplus electricity to neighboring countries during the monsoon season.
This project is expected to contribute to Bhutan’s sustainable socio-economic development as well as the decarbonization of the South Asian region.
