Exchange of Notes concerning Additional Grant Aid by Japanese Government’s Supplementary Budget for ‘The Project for the Construction of Royal Centre for Infectious Diseases (RCID)’

On April 16, H.E Mr. SUZUKI Hiroshi, Ambassador of Japan to Bhutan, and H.E. Mr. Vetsop Namgyel, Ambassador of Bhutan to Japan, exchanged notes in New Delhi concerning additional grant aid through the Japanese Government’s Supplementary Budget for ‘The Project for the Construction of Royal Centre for Infectious Diseases (RCID).’
Details of the project are as follows:
Project Title: The Project for the Construction of Royal Centre for Infectious Diseases (RCID)
Total provision of the Grant: up to 3.752 billion Japanese Yen (Of this amount, 758 million yen is granted additionally this time)
This project aims to facilitate the development of medical infrastructure through the construction of hospital wards and the provision of medical equipment. Further, the RCID will function as a hub for developing human resources that can contribute towards improving protection measures against infectious diseases like multidrug-resistant tuberculosis.
This Exchange of Notes is based on a grant of up to JPY 2.994 billion provided in September 2022, however, due to a shortage of funds caused by a cost escalation, the additional grant of JPY 758 million has now been made, changing the limit to JPY 3.752 billion.
It is hoped this center will serve as the core of Bhutan’s medical development related to infectious diseases, providing long-lasting benefits to the Bhutanese people and improving the country’s health care service environment.
Japan will continue to extend its assistance in the economic development of Bhutan by meeting its various needs - from small to large - by effectively combining Grant Aid, GGP and ODA loans.
