On April 15, 2011, the House of Councillors unanimously adopted the "Resolution to express Gratitude for the International Support towards the Great East Japan Earthquake."

In the great earthquake and gigantic tsunami which occurred on March 11th, many precious lives were lost and many were injured, mostly of the Tohoku and the Kanto regions. The disaster further caused tremendous damages on local and social infrastructures as well as on nuclear power plants.
The House expresses its most sincere condolences to the victims and their families. The House also expresses its heartfelt sympathies to those injured, to those affected and to those who are still made to evacuate with anxiety.
Many countries and regions, international organizations, NGOs and many others around the world offered cordial condolences and sympathies to Japan in the wake of the Great East Japan Earthquake. They immediately and warmly extended helping hands in various fields such as dispatch of rescue teams, assistance in reconstruction and medical treatment, provision of relief supplies and donations, and assistance by experts in tackling the nuclear disaster.
Such international support based on lofty love for mankind is a hope, in this difficult time, not only for the affected but also for all the Japanese people. It gave our people great strength to encourage themselves to move forward for reconstruction and to renew their determination.
The Japanese people take note of the good deed of the international community deeply to their hearts and will remember it forever. The Japanese people once again recognize the significance of friendship and solidarity with the people of the world. Moreover, the Japanese people will concentrate their efforts towards early reconstruction, building upon the lessons learned from the disaster, bearing in their minds further enhancement of coordination and cooperation with the international community, as they move forward the road to recovery.
Resolved that the House expresses hereby, on behalf of the people of Japan, with this resolution specifically, profound gratitude for the countries and regions around the world, international organizations, NGOs and many others for their international support in the wake of the Great East Japan Earthquake.
